Expert examination reports
During their economic activity, companies face a number of issues of different nature, on which solution their further successful development depends. According to Order of the Ministry of Economic Development and Trade of Ukraine (hereinafter referred to as “the Ministry”) No. 47 “On Approval of Regulation on Issue of Single (Individual) Licenses” dated 17.04.2000 and Order of the Ministry No. 991 “On Licensing Procedure for Export of Goods” dated 09.09.2009, the mandatory documents package, which the company shall submit to the Ministry for obtaining the license for conducting export, includes the Expert examination report determining the country of goods origin and goods code according to UKT VED.
For making Expert examination report determining the country of goods origin and goods code according to UKT VED for the purpose of obtaining license for export of goods, the same documents package shall be submitted as in case of preparation of the certificate of goods origin.https://www.kcci.kharkov.ua/ru/certificates.html
for solution of issues in the sphere of foreign currency control
- substantiation of necessity of extension of settlement period for export-import operations.
In case of export of goods/ services on terms of deferred payment or import of goods/ services on terns of advance payment, the money or goods/ services shall arrive to Ukraine within the time not exceeding 120 calendar days, according t o the Decree of the National Bank of Ukraine No. 410 “On the Regulation of the Situation in the Monetary and Foreign Exchange Markets of Ukraine" dated 13.12.2016. In case of failure to meet this period, for each calendar day of delay, a penalty is imposed on the resident at the certain per cent rate of the amount of foreign exchange receipts non-obtained by the resident, or of the value of non-delivered goods/ services, according to the Law of Ukraine “About procedure of payments in foreign currency” № 185/94-ВР dated 23.09.1994. The total amount of the calculated penalty shall not exceed the amount of non-received receipts or the value of non-delivered goods.
However, in case of conducting by the resident of the operations under production cooperation agreements, consignment agreements, complex construction agreements, bidding deliveries agreements, guarantee-servicing agreements, agreements for delivery of complicated technical products and special-purpose goods, the said period provided for settlements relating to export-import operations may be extended for a certain time. For this purpose, the company shall address to the Ministry of Economic Development and Trade with substantiation of necessity of such extension according to Decree of the Cabinet of Ministers of Ukraine No. 1409 «On Approval of the Procedure to be Applied to Extension of Settlement Periods for Foreign Economic Operations” dated 29.12.2007.

for confirmation of customs value
The customs bodies have the right to control correctness of the customs value determined by the customs declarant, in particular, to require additional documents confirming the declared customs value.
Such additional document is provided by the Expert examination report confirming the customs value and made by a certified expert appraiser of the Chamber of Commerce and Industry.
The importance of the Expert examination report on confirmation of customs value of the goods consists in the fact that it allows to avoid correction of the goods value by the customs, to reduce substantially taxes and customs duties.
for certification of price lists/ invoices
In case of the export of the goods manufactured in the territory of Ukraine to the near and far-abroad countries, the manufacturer shall confirm the value of the goods in the customs of the importing country.
Such confirmation is provided by the Expert examination report on value of manufactured goods and application of the certifying entry onto manufacturer’s price list. The certifying entry shall be in the language of the importing country.
